Create Redmine Account for Dean Mertz
Description
Dean Mertz is requesting Redmine access to manage his efforts in the SPA-25 restoration among others.
I'm not sure if there are addtional steps besides the creation of his account here in Redmine administration or if there are steps required in KeyCloak as well.
Please advise if I can generate this user or if I need to coordinate with DC or others.

1) The account for Dean has been set up in keycloak (SSO Provider) and I have logged in to Redmine impersonating Dean to create the account there.
2) Dean will need to use keycloak to "log in with google" at which time he will be propted to "merge" his account with the existing account -- if he does not do this and attempts to "register" a new account, an error will result
3) we are developing tools to streamline this process -- assistance from DK might be useful
4) This issue should have been classed as a permissions request -- if this should be changed to something more meanigful, lets do that
