Clarified with @David Canfield That a "view only" role will be create and added to all users on all top level projects. I may have to tinker with this and approach it another way with something like groups but will update as I complete the ticket.
Status changed from In Progress to Closed (Resolved)
The group "Redmine User" was added along with the role "Viewer" where they can see top level projects and any project below that inherits members. These users can create tasks and can only modify their own tasks but cannot close them. For now this is the intended direction and can be adjusted in the future. Closing ticket.
